you need:
3 cups all-purpose flour
6 tbls. cornstarch
1 1/2 tbls. baking powder
1/4 tsp. table salt
3/4 cup + 2 tbls. (1 3/4 sticks) butter
1 3/4 cup white sugar
1 tsp. vanilla extract
1 cup + 2 tbls. whole milk
5 egg whites
2 cups semi-sweet chocolate chips
directions:
1. preheat oven to 350. line cupcake tins with paper liners.
2. sift together flour, corn starch, baking powder, and salt.
3. in separate bowl, cream butter and sugar at low speed; add vanilla; mix until blended.
4. add flour and milk to butter/sugar mix in a total of 5 adds: 3 of flour mix, 2 of the milk. alternate so it goes flour-milk-flour-milk-flour, folding gently each time.
5. whip egg whites in separate bowl on medium speed until soft peaks form. fold into batter. i had trouble folding well, so i ended up using my hand-mixer at low speed to combine.
6. fold in chocolate chips.
7. fill cupcake tins 1/2-2/3 full with batter; bake at preheated 350 for 18-20 minutes.
